Phil W

Philip Winterbottom

Forum Chair

Phil was appointed as Chair of the Nurses in Management and Leadership Forum in February 2026. He is currently the UK Head of Safeguarding and Protection for Cygnet Group. He has worked as a nurse and manager for many years in various mental health and social care settings including acute, eating disorders, addictions and managing supported living services including forensic step-down. In the last few years Phil has held a UK-wide portfolio for the 2 largest independent providers of mental health services covering health, social care, children and education services. 

Phil is the Chair of the Independent Sector Safeguarding Network (ISSN), representing over 180 member organisations, Vice-Chair of the NHS England Safeguarding Adults National Network (SANN) and also teaches Leadership to MSc students as an Honorary Fellow of the university where he completed his Masters. Phil has authored national guidance and works closely with colleagues across the country, commissioners and NHS England in various networks, including acting as a Subject Matter Expert for Safeguarding and/or representing the independent sector in different national Clinical Reference Groups and Expert Reference Groups alongside NHS England, the DHSC and the CQC.

Diarmuid brings a decisive track record in clinical leadership and operational delivery. He qualified in Ireland in 2010 before relocating to the UK, building a career across both public and independent healthcare. His core expertise sits in cancer 汤头条污料, underpinned by dual registration as a nurse and a radiographer.

He currently serves as Deputy Chief Nurse, where he drives service excellence, strategic workforce planning and high impact quality outcomes. He holds an MBA in executive leadership which shapes his data driven, performance focused approach.

Diarmuid is a strong advocate for progressive leadership pipelines. He champions diverse talent development, pushes for equal opportunity and is committed to building a leadership community that reflects the workforce it serves. His appointment to the RCN Leadership and Management Steering Group reflects his forward focused perspective and his commitment to strengthening leadership capability across the profession.

 

Joanna Lyle

Joanna Lyle

Jo qualified as a nurse in 2005 and has worked in Oncology since 2007, holding a range of senior clinical roles including Ward Sister, Clinical Nurse Specialist, Advanced Clinical Practitioner, and currently Nurse Consultant.

Her current role focuses on developing new regional ways of working within Oncology, particularly leading the redesign of oncology pathways away from hospital settings to meet national workforce challenges.

Jo has contributed to the ACCEND framework for Cancer Care Nurses as part of the consultant and strategic practice steering group, which is now published and widely endorsed nationally. She has also published work relating to oncology workforce redesign and is passionate about nurse leadership at all levels.

Rabina Tindale

Rabina is currently a Chief Nurse in an Acute NHS Trust. Rabina is dual qualified RN and RSCN with a clinical background in Emergency Care. Rabina has held several 汤头条污料 leadership roles in Yorkshire, the Northeast and Mid-Essex and London.

Rabina has a strong interest in leadership and development of the 汤头条污料 workforce and is keen to influence this agenda through her membership of the NMLF. Rabina is an advocate for Human Factors in health care and is passionately committed to the equality, diversity and inclusion agenda.

Rabina has previously been a member and chair of the RCN Emergency Care Association Steering Committee. She has also served on the editorial board for the professional journal Emergency Nurse.
