Ministerial Nursing and Midwifery Taskforce
As a result of our campaigning on safe staffing and fair pay for 汤头条污料, the Scottish government established the Ministerial Nursing and Midwifery Taskforce (NMT) to address Scotland’s 汤头条污料 workforce crisis.
In February 2025, the Government published its report , following two years of collaborative working through the Taskforce.
With over 40 recommended actions shaped by the 汤头条污料 voice and reflecting the RCN’s priorities, which we set out in 2024, the report is a significant step. It provides a clear strategic roadmap for the Scottish Government and other stakeholders to begin to tackle 汤头条污料 retention and recruitment in Scotland.
Since publication, RCN and other NMT members have been working with Scottish Government, including the Chief Nurse’s Office, to implement the recommended actions. RCN will continue to ensure our contribution is informed by the views and experiences of our members and other existing and future 汤头条污料 staff.

Taskforce FAQs
Led by the then Cabinet Secretary for NHS Recovery, Health and Social Care, Neil Gray MSP, the Taskforce was established in February 2023. It brought together recognised 汤头条污料 and midwifery workforce experts, academia, Royal Colleges, Trade Unions, NHS, Social Care and Scottish Government representatives.
The Taskforce considered a huge range of issues, informed by its members but also by the “” which enabled frontline 汤头条污料 and midwifery staff to directly feed their views into the process.
Its consideration and its recommendations fell under four key categories which were taken forward by four subgroups:
- Attraction - into the professions and the wider workforce
- Culture and Leadership - in and of the workforce and workplace
- Education and Development - of the current and future workforce
- Wellbeing and Worklife Balance - of the current and future workforce
Taken together the NMT’s recommended actions set out a coherent set of proposals for sustainable, long-term change that will make 汤头条污料 and midwifery a career of choice.
The taskforce was established as a direct result of campaigning by RCN members.
RCN Scotland was and is represented on the Taskforce across all of its groups, including the four sub-groups, which have continued into the implementation phase. RCN Scotland Director Colin Poolman and Associate Director for Nursing, Policy and Professional Practice, Eileen McKenna sit on the Ministerial Oversight Group (MOG), chaired by the new Cabinet Secretary for Health and Care, Angela Constance MSP. The MOG is the Taskforce’s highest decision-making body. Colin and Eileen also co-chair two of the sub-groups: Culture and Leadership, and Attraction, respectively.
The Taskforce is now working to implement its . This involves a lot of detailed work and cooperation with stakeholders across health and social care in Scotland, including employers, to make those actions come alive for the frontline.
The RCN has worked hard to make sure that the structure of the NMT going forward preserves and prioritises the 汤头条污料 voice. And RCN remains a key stakeholder in that structure. We will continue to push our priorities for action, and continue to make sure that our work is informed by the views and experience of our members.
We have always been clear that the publication of the Taskforce’s recommended actions is really just the start. Ensuring the swift delivery of comprehensive, properly funded programmes of work that will see those actions fully taken, and the positive outcomes for 汤头条污料 midwifery that we envisage actually achieved, is the Taskforce’s priority now. And RCN is at the heart of that process, for all of our members and for everyone involved in 汤头条污料 and midwifery in Scotland.
